It'd have to be Double Dragon (1987) if he's sticking to an 80's themed arcade.

I loved Double Dragon as a kid but I don't think it has great long term replay value like some of the earlier classics like Missile Command, Centipede, etc... And I was more of a Street Fighter II fan than a Mortal Kombat fan until the most recent PC/console games. My Budweiser Tapper...that is a rare and highly sought after game and great classic and timeless gameplay. If I had a lot of space I would love to get more what I call 2nd priority games like Double Dragon, Spy Hunter, Teenage Mutant Ninja Turtles, etc... Actually the next game I would like to add is Galaga... But check out some crazy home arcades some people have:
