How the heck are there still brand new laptops out there still being sold with Windows 7? They don't even look discounted either, lol...

Toshiba (direct) was selling business laptops with Win7 (as a customizible option) up 'til last year I think. But I just checked and they're now all Win10.

My company is in the middle of retiring Windows 7 and we are a good way there but not done. Plenty of businesses are still on Windows 7 so we have regression machines and such and each department has at least one Windows 7 machine still around.
You can't just tell people with million dollar contracts to get with the times and upgrade. We still have Windows 7 on SCCM but we don't put production machines out with 7 on them unless they have specific approval.

The companies I work for still use Windows 7.
I support a few systems that still use Windows XP.

I'm guessing that they might have a stockpile of licenses that they bought in bulk, or that there's a way to recycle licenses, or that you can buy them from outfits that did that.
Sort of related: While originally two of my older PCs had OEM licenses, I later upgraded them to Windows 10, and apparently they can be transferred.
